You have to make stage two application in person in Luxembourg (that is once you have been issued a letter from Luxembourg making a declaration that you can establish a direct lineage based on the criteria given by the government. Once you receive your letter from Luxembourg, you can then apply for the passport. That requires a person personally appear in the embassy with additional information (FBI and Interpol checks that must include biometrics). If you have been convicted of a crime or have a DUI or DWI you are out of luck. For me that was Washington D.C. You can also return to Luxembourg. You must have a photo that meets European standards. These are difficult to find in the U.S.A. and must pass the strict requirements of a European passport photo. This is a big deal. Then the application is submitted, more biometrics are taken, payment is given and you wait. When the document (passport and ID card) arrive in the embassy, you must make arrangements to have it shipped or you can pick it up in person. When the document arrives, you must submit two receipts that are provided at the time of application. If you don't return these by the deadline, the passport will not be validated. When the embassy receives these documents, the work is complete. This process, from start to finish is time consuming and tedious, but in the end can be done if a person qualifies and sticks with the process.

I meant to say that a person must have the documents and background checks when making stage II application in person in Luxembourg City. You are called back and a government representative visits with you and reviews all the documents (this is where you must have background check and Interpol clearance). You pay a small fee and if the papers are in order, you leave and wait. This takes several months. In my case this took five months. It could be more. Then.....you can apply for the passport.

What is this European standard? I had to get one done for my French passport and there was nothing exceptional. It has to be cut to a specific dimension, but any place that does passport photos can do it. Am I missing something?
Yes, you're missing Randall is for sure American. For them, inches and miles and Fahrenheit are normal, anything else is an oddity and "a big deal".

Does anyone know if the embassy in the US and/or the passport office in Luxembourg will mail the passport once it is ready or does it need to be picked up in person? Not living very close to Washington it is a trip that is a long way just to pick up the document. From what I see on the Luxembourg website it seems they only talk about pickups, ie they don't mail it. thanks In Luxembourg you have to pick up in person or ask someone to do it provided you have given the name of the person when you went to the office. As for DC, no idea.... Luxembourg will mail the passport to the closest embassy to you and you can pick it up from there. Some will mail them to you but I'm not sure if all will. Luxembourg offered to mail mine to Berlin and then Berlin would mail it to me, but that would have taken a lot longer.

Ever find an answer for this? Nevermind, I didn't see page 2 Still not sure about the US but if you spend the money to go to Luxembourg you might as well wait there to pick it up. I got both the ID and the passport. One took a week to be ready and the other took 10 days so within 10 days of your application date you will be able to pick both of them up

Congrats on being a passport carrying citizen! Do you know if there was an express service? I have a hazy recollection that if you throw more euros at them that you can get it done faster? I might be able to get there this year and stay 7 days but not 10 days, if I tried I think my wife would tell me to stay in Luxembourg.

I had to come back to the office (guichet.lu) because of a stupid asshole at the passport office (quite a long story but more than a dumbass, he was also completely wrong, well ...), and I asked them how long it would take for my IDs to arrive, well, they checked and they were already there! 2 days... I couldn't believe my eyes (and my luck). So I thought that, at least for the IDs, there's no need to do rush processing unless you really want to make sure it's there in three days. However, I can't tell you for the passport.

Hi AdA you are fantastic with all the right info :-) P.S. i remember your "friend" at the passport office So it seems their "procédure d’urgence" is 3 working days (maximum) for 150€ instead of 50€ for 7 working days for the passport (5 year) for the identity card (10 years) www.guichet.public.lu/citoyens/fr/citoyennete/papiers-identite/carte-identite/nouv-carte-identite-adulte/index.htmlit appears there are 3 levels; Normal: 14€ - 10 working days Emergency: 45€ - 3 working days Foreign Consulate: 14€ + 20€ = 34€ - time to get it is unclear. So to be on the safe side for the passport/identity card it would be 150€ + 45€ = 195€ to get both with 4 days, alternatively 50€ + 14€ = 64€ for up to 10 days, at the US consulate 50€ + 34€ = 84€. Cross my fingers now that the exchange rate to euros is headed in the right direction!
