Hi everyone!
I'm wondering if anyone has experience with obtaining a relative's birth certificate in the state of New York. I'm gathering all of my documents for Phase 1, and the only document I am missing is my great-grandfather's birth certificate whom I believe was born in Rochester to the best of my knowledge based on all the evidence I have. The problem with this is that according to state law, I need to petition the court to send a release letter to the vital records department to search for the birth certificate, if it exists. This process seems relatively straightforward and as far as I can tell, involves filing a Request for Judicial Intervention and serving the Supreme Court of New York. I'm told that I can do this pro se, or without the representation of a lawyer, but other than that I'm ignorant when it comes to legal proceeding.
Does anyone have any advice? Thank you! _

Have you considered attempting to contact New York and request a genealogical copy? I know that there were some records I needed from some "middle of nowhere" Iowa counties that only issued "genealogical" copies and they seemed to work fine for me. I would just recommend checking with the Luxembourgish Ministry of Justice. www.health.ny.gov/vital_records/genealogy.htm
