I'm starting to think that this is a pipe-dream!! I've got to prove my lineage down the paternal line from my great great great grandfather (born in Lux in 1834, died in WI in 1909). I've got his death certificate as of today, and can get any of the documents I need up to my grandparents, but my great grandparents - the Lux ancestor are all in this weird cluster of years that Wisconsin kept records sometimes but not always. So I think I'm out of luck getting birth and marriage certs. for two or three generations. I've been able to find census pages linking my great-great-great grandfather to his wife and their son, and another linking that son to his eventual wife and their own son, but I'm not sure certified copies of census pages will make up for the lack of documents. Mostly I'm just mad about waiting this long to get on it and now being at a loss for where to go for documents

Put in requests at any and all of the county vital records offices where your ancestors may have lived. It might cost more to do a spray-and-pray approach like that but you might be surprised. I was able to find many records from before 1907 by doing this, including a marriage certificate that is a tiny slip of paper (looks like a bookmark, really) that says "so-and-so and so-and-so were married today [date] and I witnessed it [signature]. Crazy! Anyway, give it a go and definitely don't give up. You have until 31 December 2018 to get the documents in and then 31 December 2020 to do Phase 2 - plenty of time!

I have a similar question -- my WI ancestors lived in Milwaukee and later Waukesha county. The Milwaukee county clerk told me I can get certified copies of the necessary records just by sending in the normal form. The only justification I can find that would fit me is that I need certified copies because "I can demonstrate the marriage certificate is necessary for the determination or protection of a personal or property right." I plan on including a copy of a handout from the Lux ministry of justice that states certified copies of the records are required.
Has anyone had any issues getting certified birth/marriage/death certificates for their ancestors based on this logic? Thank you.
