Under age 18 at time of Phase 1

Why does everyone have to have a special case :-)
I just took a quick look at the new law :Loi du 8 mars 2017 sur la nationalité luxembourgeoise

The reclamation falls under article 89;
Art. 89.
(1)
Le descendant en ligne directe paternelle ou maternelle d’un aïeul luxembourgeois à la date du 1 er janvier 1900 et que celui-ci ou l’un de ses descendants a perdu la nationalité luxembourgeoise sur base des dispositions légales antérieures, peut recouvrer la nationalité luxembourgeoise, à condition :

1° de présenter la demande en certification de la qualité de descendant d’un aïeul luxembourgeois à la date du 1er janvier 1900 au ministre jusqu’au 31 décembre 2018 ; et
2° de souscrire la déclaration de recouvrement de la nationalité luxembourgeoise devant l’officier de l’état civil jusqu’au 31 décembre 2020.
Ces délais sont à observer sous peine d’irrecevabilité de la procédure.

Les dispositions des articles 40 à 45 sont applicables.

- Now nowhere is it said that the applicant needs to be 18 or older, nor from what I see in the part (2) of articles 40 -> 45
However in article 39;

Art. 39.
Le recouvrement de la nationalité luxembourgeoise est ouvert au majeur ayant perdu la qualité de Luxembourgeois.

The keyword here is: majeur meaning person of majority, ie 18+ in Luxembourg

However again, I don't see any age conditions of who can apply for the Phase 1 - "Le certificat relatif à l’aïeul luxembourgeois"
So I don't see why now at 17 he can't apply for the 'certificat relatif à l’aïeul luxembourgeois' as long as he is 18 by the time he makes the phase 2 request for the nationality.

You should probably call the Ministry of Justice Infoline to ask them but I don't see any part of the law that would stop him from doing phase 1 at this point;
