My French friend said that there is a quota system for citizens in companies. I understood that a company should have a percentage of nationals among their employees. Does anyone know if this is correct in Luxembourg? I always read "we are an equal oppotunity employer..."

Your French friend is talking nonsense, this would be illegal under EU and national laws. There are many such myths (often spread by the French for some reason), but the only sectors allowed to specifically require citizenship are army, police, judiciary, diplomatic postings, and tax and governmental administration positions.
Requiring a specific citizenship for a position in a company would be illegal - requiring specific language skills on the other hand is perfectly normal. You could find companies where the management of different sections prefer natives of one or another languages, for example there could be a predominately Luxembourgish speaking section - but this has nothing to do with nationality. Some EU institutions may have quotas in place in terms of ratios of employees from different member states, but this is a very specific case.
