I got the certified copies from Passport Canada - the fee is $45 and then they ask if you want 1, 2, or 3 copies! Not sure why they do it like that but anyways I got the 3 copies, you need to give in your passport for about 2 weeks while they send it to Ottawa to photocopy it, stamp it and send it back. The only issue now is that recently I had to renew my passport so the copies I have will be for my old expired passport. In either case i'm not paying another $45 for copies of the new passport.
I'm not sure how much you will get charged to notarize 2 copies but at least you have the amount that PC will charge. If you do get them notarized please let us know to compare the 2.

I went to the US Embassy in London and they made "True Copies of Passport" for $50 each. This was essentially a notarised copy. Much cheaper than British notaries though.

I just wanted to add that I am getting a notarized copy of my passport this week to send in for Phase 1. However, I saw that it is not legal in my state to notarize a copy of my passport. I found a helpful post from immihelp.com about how to get around this. It's copy/paste protected but the link is www.immihelp.com/immigration/notarized-copy.html. It basically states that if the notary won't notarize your passport, they should still be able to notarize a statement attached to your copy of the passport of you saying it is a true copy of your passport. |

You will need to show your original passport when you go to Luxembourg so I presume a notarized copy will be okay. I used the Canada passport office certified copy because you can get 3 copies done in French for the same price as 1. Then you have one for the first stage and then you can use another for the next stage, too and have a certified copy for yourself as well. It is not very expensive.
