I understand what you mean. At the same time though, with the length of how long it takes for the process to be completed, and the fact that it ends in 2018 if people don't start soon enough then they won't be able to complete the process. I guess I could see the understanding from both sides.

Well from what I saw was the the actual process won't stop at 2018, but additional requirements would be added. Such as spoken and written tests of the language and some other things. So it would be a lot more difficult.
