Just curious if it is a bad idea to collect the required documents for Phase 2 early. I would like to have ready for when they are needed, but I think I have seen somewhere before that certain documents can't be more than a few months old when they are turned in for Phase 2. Is this correct?

Hi - I have been managing the process for my husband's citizenship for him. We have been working with the American-Luxembourg cultural society and will be flying to Luxembourg in early September to submit phase 2 in person.
According to the ALCS - the documents can only be three months old when you submit. IF you are an American, you can easily submit and receive an FBI background check in a week if you use one of their channelers (companies they outsource the background checks too).
The actual translation of the document to French may take a few weeks depending on who you use.

1. original official copy of your birth certificate. Must be translated into French 2. Luxembourg background check 3. Official background check on official paper for your country. If US use a FBI check. Must be translated into French. 4. Your certificat stating you are eligible.
The birth certificate and background checks must be less then 3 months old when you submit in person.

I believe in one of the emails I have received from the Ministry of Justice, they said that I can bring my original birth certificate and passport and they will make the copies there. I think they said they would do the translations also. I have to find that email.

For Phase 2, I submitted my FBI background check through a channeler. The process was easy, but all they did was send me a PDF, and it kind of looks like a memo. When I went to the FBI's website, they said they were no longer shipping background checks on blue security paper or with raised seals.
Has anyone else been through this? I could go to the Department of State to get it authenticated, but since I leave in 4 weeks I don't think it will arrive in time.
