I'm considering applying for dual nationality and am wondering about the 2018 deadline.
Article 29 reads, in part:
What is the "declaration of re-acquisition?" Is this the beginning of the process, somewhere in the middle, or near the end? I want to make sure I get started with plenty of time given the December 2018 deadline.

I think that is the phase 2, when you must go to Luxembourg!

Yep. That's correct.
The information below was taken from a brochure that was on tge San Francisco consulate's website: "The declaration of re-acquisition is submitted for a decision to the Minister of Justice, who grants or refuses the re-acquisition by ministerial order."
So, yes, you need to go to Luxembourg (Phase 2) before the deadline.

Actually I am fairly certain that the deadline is for turning in the Phase 1 documents. You need to make sure you send in your Phase 1 documents before the deadline. As long as your Phase 1 documents are looked at before the deadline you still are able to go to Luxembourg and turn in your Phase 2 documents after the deadline hits. But as I said, I am not 100% sure of this. I do believe what I stated is correct though.

I'm considering applying for dual nationality and am wondering about the 2018 deadline. You are not applying for "dual nationality." This phrase seems really popular with the Americans that I have spoken to. I wonder whether they get it from?

Dual nationality is having citizenship in two countries at the same time. So basically this process is to become a citizen of Luxembourg. Which would mean the person applying would have dual nationality once completing the process.

I think Chrisophe understands the idea, I would say it is more a particularity of English, ie ONE Shirt but a PAIR of pants. Also I think for a lot of Americans they have a US-centric view of the world, which is very normal based on geo-political situation, so the concept of 2 nationalities would not be very common in the US. For some 'applying for dual nationality' is akin to obtaining a second nationality. Christophe is correct that you aren't applying for dual nationality but applying for a second nationality to get dual-nationality. English is not very exact as a language so these technically incorrect statements are still understood for their interpreted meaning, however not having all structured elements (leading to more accurate statements) makes English much easier to learn and be more flexible to communicate with.
I'm going to guess Christophe's first language is not English :-)
On a side note, Luxembourg will hopefully be my 3rd citizenship, I hope Canada never declares war on Luxembourg or I could be in trouble :-)

I didn't notice the part where it had to be "signed by ...." As for the dual nationality it's simple. Luxembourg is now allowing dual nationality with their citizens. The concept of dual nationality is simply having citizenship is 2 countries at once. Yes, you are not APPLYING for dual nationality. You are applying for citizenship in Lux. But of course considering everyone here is a national of some country and not stateless, applying for citizenship in Luxembourg is basically apply for a second nationality. Such will make them a "dual citizen". You don't apply for dual citizenship or dual nationality. You just become a citizen in a second place and in return become a dual national. But if everyone wants to be so technical, you are applying for a citizenship in Luxembourg. Not for "dual nationality" Hope everyone is happy now. ?

you understand correctly, the dates were modified on the laws concerning nationionality in 2016 (IIRC) from the previous law of 2008.

yes, you have to get your phase 1 stuff completed by December 2018. You have to go to luxembourg for phase 2 items by December 2020. They extended the deadline for phase 2
