Im having a bit of a disagreement with my wife on this one. I prepared all the paperwork and worked the process, but she was the one who went to LC and turned all the Phase I + other paperwork in.
She was told at the counter that she was now in the Book of Citizens and that she could get an ID and passport.
I thought there was an additional step where the government had discretion and that they would mail an official form with the decision at a later date.
She went in November.
Any clarifications?

I'm assuming your wife is the one who is making the request for nationality? Although I have not turned in phase 2, my understanding is that there is a period between the submission of the phase 2 documents and the decision from the ministry of justice on whether the person has been accepted to receive lux nationality, perhaps there was a misunderstanding somewhere. Normally you would only be able to get a passport after you get the nationality. Going on trevor's post here; trevoreischen.wordpress.com/2015/01/06/a-wannabe-no-more/This is the acceptance letter that your wife would need in order to apply for the passport or other identity card. So I believe your wife misunderstood or was given incorrect information, she could always contact your local Luxembourg consulate and relate your information, and inquire what documentation is required to apply for the passport. For my experience with French Nationality, this was the case that I needed the equivalent letter saying that I was a French National before I could apply for the passport.

That makes sense to me (particularly given Trevor's post), particularly since "some guy at the nationality office said I was a citizen" doesnt seem to me to exactly be the most effective way determine whether someone is a citizen or not!

I understand some folks are able to skip Phase 2 based on whether they have a direct paternal line to the ancestor who never lost his citizenship. There seems to be some inconsistency on the scenario (especially regarding naturalization with another country) but even these lucky folks still had to wait for the Certificate from the MoJ before they could, for example, apply for their passport.

Has your wife tried to get an ID and a passport? The only way it can happen that I can see is, as Jen said, that her ancestry is only patrilineal. Otherwise, you need to wait for the certificate telling you that you are a subject of the Grand Duke (actually it does not say so, just that you are a citizen from Luxembourg at this particular date). But if you go ask for an ID, you don't need to show anything except an ID card (or a passport) confirming your name. They know you're Lux. and your RNPP number. No need of anything else (well, apart from the money, and the requirements for the passport but nothing out of the blue).
